Florida’s Public Records Law — Gulisano Law, PLLC
In Florida, access to public records created by the government is a right rooted in the State Constitution. See Fla. Const. art. I, § 24. That constitutional right was implemented by statute. See Fla. Stat. § 119.07. This article provides a general outline of Florida’s public records law, which protects the right to access public records.

Are Florida Records Public? According to the Florida Sunshine Law, most records generated by government entities are considered public. The law states that all persons have the right to access municipal, county, and state records. Residents are also free to inspect these records or obtain copies as preferred.

It is well settled that “the general purpose of the Florida Public Records Act is to open public records so that Florida’s citizens can discover the actions of their government.” 19 The policy has been described as a “cornerstone of our political culture.” 20 It is liberally construed in favor of open access to public records. 21 “If there is any doubt as to whether a matter is a public record subject to disclosure, the doubt is to be resolved in favor of disclosure.” 22
